The listing says Vancouver. The ZIP says 98685. The mortgage calculator on the portal pulls a Vancouver tax rate. And a buyer who compares the Felida home to a similarly priced house in the Arnada or Shumway neighborhoods of the actual City of Vancouver assumes they are comparing like with like.
They are not. Felida is unincorporated Clark County wearing a Vancouver mailing envelope, and the distinction reshapes the levy stack, the permitting path, the utility districts, and the price-per-foot math in ways that only surface once a contract is on the table.
The address is a mailing convention, not a jurisdiction
Felida sits roughly eight miles northwest of downtown Vancouver, west of I-5, inside Clark County's unincorporated territory. USPS assigns the Vancouver mailing address because Vancouver operates the closest post office of appropriate size. Clark County writes the zoning code, issues the building permits, and sets the road standards. The City of Vancouver does none of those things on a Felida parcel.
This matters for a specific reason: when a Felida buyer sees a portal price and mentally converts it into a monthly payment, the property tax line on that estimate is almost always wrong. The portal is pulling a Vancouver city composite. The actual bill comes from a different combination of taxing districts.
Three medians, three different Felidas
The first move for any Felida buyer is to look at what "the median" is actually measuring. Three well-known aggregators reported three different numbers in the most recent window, and each is technically correct.

Redfin's neighborhood boundary captures the acreage stock along NW Bliss Road and the bluff parcels above Lake River, where recent solds include a $1,660,000 Bliss Road sale and $1,350,000 sales on both NW 122nd Street and NW 41st Court. Zillow's 98685 pulls in Mount Vista and the higher-density subdivisions south of NW 119th Street, which drags the number down. Homes.com is a snapshot of what is currently on the market, and Felida's active list skews heavy at the top.
A buyer using the $576K figure to set their expectations will be looking at the wrong Felida. A buyer using the $1.3M figure will overpay for the middle of the neighborhood. The correct question is not "what is Felida's median" but "which Felida am I in."
The levy stack Prop 5 didn't touch
Here is where the unincorporated status shows up on the mortgage statement. In November 2025, Vancouver voters approved Proposition 5, adding fifteen cents per $1,000 of assessed value to city parcels for police and public safety services, per reporting in The Columbian. The friction that surfaces at closing
The unincorporated status also changes what happens between mutual acceptance and closing. Four items catch Felida buyers who assumed they were buying in Vancouver:
- Septic and well disclosures. Many Felida parcels north of NW 119th Street are on private wells and septic systems rather than on Vancouver's municipal utilities. Washington's Form 17 requires the seller to disclose septic system age, last pump date, and drainfield location. The inspection cadence and the reserve budget for an eventual drainfield replacement are not costs a city buyer builds into their model.
- Permit authority. A remodel that adds square footage, finishes a basement, or expands a footprint runs through Clark County Community Planning, not the City of Vancouver.
